We have been before and tend to stick with walking to see the sights we want to see, though we did use the bus tours before to get around, am just wondering if our breakaway would be a bit miserable if we can't get around to see what we want to see. It is not usually that bad. Additionally, Manhattan is always cleared before the boroughs, so if you're sticking to the usual shopping and sightseeing areas, it shouldn't be a problem at all. Snow is cleaned up pretty quickly in midtown Manhattan.
